In the summer of 1968, Aldridge surfaced in New Bordeaux seeking the location of "Dyevka," the CIA code name for a missing Soviet aircraft carrying an intact R-12 theater ballistic missile thermonuclear warhead that went down during a storm. The framing device of the game consists of Donovan being interrogated under oath by a U.S. Senate committee investigating the 1968 New Bordeaux gang war. Donovan explicitly waived his legal counsel and protection against self-incrimination to testify. During the hearing's closing moments, Donovan turns the questioning toward the committee's presiding senator, asking where he was when President John F. Kennedy was assassinated.
Donovan explains that he was in Vietnam performing wartime interrogations when news arrived of JFK's death. Donovan held a profound belief in the presidency and American ideals, and he resolved that day to uncover and punish whoever was responsible.
Following Sal Marcano's death, Donovan searched the crime boss's private documents and financial ledgers. He discovered evidence proving that Sal Marcano was part of a broader conspiracy that facilitated Kennedy's assassination, and that the presiding senator's name appeared repeatedly throughout Marcano's files as an accomplice.
When the senator dismisses the allegation as absurd and points out that the room is filled with witnesses and live television cameras, Donovan pulls out a gun. Donovan states to the camera that he wants the broadcast recorded so the remaining conspirators understand he is only getting started. Donovan shoots the senator dead, packs his documents, and walks out of the committee chamber.
Donovan's Final Advice to Lincoln Clay
Following the deaths of Sal and Georgie Marcano at the Paradiso Casino, Lincoln Clay meets with Donovan and Father James to determine the city's future.
While Father James pleads with Lincoln to leave New Bordeaux and restart his life in California, Donovan takes the opposite stance. Donovan warns Lincoln that power vacuums are always filled by someone worse, advising him that if he chooses to stay, he must not show mercy to his remaining lieutenants (Vito Scaletta, Cassandra, and Thomas Burke):
